when you do your install on a TS Server, you must be logged in as Console, with Admin privileges; and then use add/remove programs (or Change User /Install before, and Change User /Execute after, from a CMD window), so that the pseudo registry leafs are created for users. That's the most usual cause for this kind of error in TS. Running Citrix, I haven't seen that problem, interestingly: I go in as Admin, do the install, and it works for everyone.
