Yeah right. Or maybe it did - it was design to change in any manner necessary just to endure. Not that it's still the same system, but it's main feature is untouched: no matter who rides it, it will go on. Doesn't mean the passengers will be guaranteed a smooth ride, or any ride at all.

Any revolution has to choose whether to regularly shoot its children when they get too greedy (defined as "bad cost/benefit ratio" or "more trouble than worth" or "productively damaging"... #define your own), or to go the way of previous ones.
