I think the point Kevin is trying to make is that if this crazy person was intent on killing 4 people, he would have not cared about gun laws. He would have got a gun, which would be easily available whether they are legal or illegal, and he would have killed those 3 people, plus maybe some more because nobody would have been able to effectively stop him.
