That same system is in effect around Chicago Stadium (whoops, the United Center now), which is in the West Side ghetto. If you don't park in one of the lots ($$) you are wise to give the young local "constables" a couple of bucks. Heck, big deal. If I'm going to drop a hundred dollars or so to go to a ballgame, what's the problem with giving some kid a pittance? It never felt like intimidation, more like "support the local economy." I'd rather see them out there doing that -- on winter nights, remember -- than being a drug runner or lookout.
