Agreed - it's similar to somebody saying they are fine having a few drinks and driving home because some people can handle it better than others.

I don't talk just about those who wave from left to right while driving or the ones who can't signal their intention in turning, I'm talking about the majority of driver's that will have a longer reaction time (because they are focused on their cell phone) if a hazard come suddently ahead of them. How can you tell that a person will react in time?
