How dare you suggest that something underhanded is going on in politics! ;-) That sounds like a standard haggling transaction, but numbers would be better than percentages. Somewhere in the past a majority of Democrats must have approved the method but it is likely subject to change.

There can be a lot of 'finaggling' (and dirty tricks) to get the votes of any candidate who initially gets less than 15%. For example, if Clinton were to only get 14%, their group could tell the Edwards group 'Give us two people to make 15% or we will send all of us over to Obama' which is amazing and such things have occurred in the past. As far as I know, nothing like that occurred today, but I really don't know.
