Understand that those are the rules only for Iowa's Democratic party, not for any other state. Also, it's only in the last 30 years or so that anyone pays attention to the Iowa caucuses. Can't remember whether it was '76 or '80 where one candidate put in a lot of effort there that changed the way we look at them.
