This is because it is finding the first occurrence of the word, which is "File." And it returns the cChinese translation which, for obviuos reasons, does not include the hotkey. It never finds the second occurrence of the word which would actually be the record containing the hotkey.
If the strings table was small enough (3000 records) wouldn't a LOCATE be fast enough to find what you're looking for?
IF jHadHotKey
LOCATE for coriginal = "File" AND "\<" $ coriginal
ENDIF
