You should't have both. As far as INTL is concerned, "File" and "File+hotkey" are equivalent and equal, and if the call had a hotkey and if the translation has a hotkey, then the translation comes back with a hotkey. If the call had no hotkey, then the translation comes back without a hotkey regardless if the translation contains a hotkey.

And forget about using LOCATE. There's no need.
