The theory is the "rich" will use that money to invest in other projects, thus creating jobs and create tax revenue for the gov't.

You or I don't hire hundreds or thousands of employees who pay taxes. On the other hand, large companies, such as Walmart or GM, hires thousands of people who do. On top of that many other smaller businesses depend on other large businesses for their busienss.
