As some would say, "it's only a theory". In practice, they already have enough of other money, or they wouldn't qualify as rich. And they aren't fools to touch that money if they can get the gov't to spit some instead. Specially if one dollar of lobbying can get them two or five or ten or hundred in contracts/grants/taxes/other pork.

So they take all the tax benefits they can, on the promise they'll keep people employed. As soon as the benefits expire, they just shut down the plant and go negotiate with the next local community for a new set of benefits. Or just take their whole production abroad... after having made huge money on tax breaks for years.

You and I can't outsource what we hire (because we don't hire), so we don't get our Chapter 7 anymore?
