I don't agree.
This is mostly the same as the americans are doing with weapons. If you do, you have to know what you do.
Dealing with it need to be responsible. This is more important then the amount.
And if one is addicted to alcohol, or known to run out of control etc., it means no C

So one have to learn it! My parents, knowing the fact of inevitably problems, had taught me.
Simple demystified it. (O.K. this was the last millenium. They would never have given it to me the age some kids start today).
Since there is no way to ban all stuff that do things like alcohol you need to ban coffee, tea, nitrous oxide, oxygen, high pressure (Every going at 5 bar at a pressure chamber? They use to take a video of it. Ooops!!) etc. If all is banned a runners high will work ...
One could be addicted to anything. And a lot of it is dangerous. Most people die in their beds. Do we stop sleeping?
