It's in the registry - HKEY_LM\System\ControlSet001\Services\svn. I would make sure that the file size/date of svnserve.exe in your C:\Program Files\Subversion\bin\ directory matches the version in the ZIP file you downloaded.

Try pointing Tortoise at svn://IPAddress/ only.
