Do you get some kind of message when this thing shows up? If so, can you give an example?

Are you using IE7?

It sounds like you may have some sort of spyware or malware disguised as a blocker. Do you use Windows Defender or some other reliable spyware blocker?

IE's pop-up blocker works well. I haven't found any reason to use anything else.
