Well, GDIPlusX supports it, but there is no visual designer for that (yet). You have to create your images programatically.

If you have Office, Microsoft Publisher allows you so save in EMF format.

I use Adobe Illustrator for creating vector graphics, but it is probably over kill for what you want.

My company (www.moxiedata.com) is currently working on a tool to convert any RTF or HTML document into an EMF file. I would be glad to do a one-off for you if you can send a file to me.

The VFP ReportListener allows you to save report pages to EMF.

Otherwise, you will have to find something you like. Someone else may have more suggestions.

This is probably not want you want. You want to get a "drawing" program that saves to EMF. A print driver is definatly overkill and painfull.
