I support this initiative. But I think that it requires a moderator anyway. Unless it is really the big plan to shut down the chatter section the very minute some individual makes a remark that is regarded as offensive or insulting by whoever says so.
Repair: A 'Request Review by Moderator' button and a variety of actions the moderator can choose from. Think of a yellow card or a red card for the thread, for the section or for the whole forum.
Another idea is to make the thread starter one of two moderators and give this person the ability to act as such.
