I use a hosting company so when I login and go to IIS Manager, I create a new website and essentially it sets up the virtual directory for me. I get to set the version of the DotNet I am using and of course point my name servers as needed. Then I have a public_html directory to put all my files in.

Are you working with a hosting company or your own IIS server? maybe someone will jump in here with IIS experience if it is your own. You should be able to go into the IIS Manager and create a virtual directory.
