Here you cannot refuse service based on age, race, creed, color, sex (anything protected). However, as long as you post a sign that states 'We reserve the right to refuse service to anyone' you can refuse anyone service as long as it is not for one of the protected cases (any reason not prohibited by law). When you are refused service for life at a restaurant, you are said to be "86'd"

That sign is what allows convenience stores to restrict entry to more than 1 juvenile at a time, trouble-makers, et al.

>I don't know about USA, but in Norway all restaurants must have a licence, and one of the criteria to get this licence is that they must allow everybody in. They can have restrictions, like age restrictions or a dress code, but otherwise they must let everyone in as long as they have available seats. The only other reason they can have to not let anyone in, is that the person in question must have made trouble at this place earlier, or the person must have some criminal record.
