A lot of that is due to the students destroying the schools and making an unsafe environment to the teachers and staff.

When I was in public school a long time ago in a galaxy far far away in Massachusetts, our school system was considered to be one of the best in the country. Our schools were clean, our instructors were very good (and cared about the kids), and the students were for the most part interested in getting through school and going on to college.

During my junior year in high school Massachusetts decided it was time to implement 'busing' in our town to racially integrate our schools. This was due to federal mandates IIRC. Our town was probably 95% white at the time. Busing meant that roughly half of the students were bused to largely black towns and students from largely black towns were bused in.

My father saw the writing on the walls and moved us to Florida to an area where I would finish public school in a fairly good environment (he wanted to put me in a private school there, I managed to stay in public school).

Within a couple of years, the schools in Winchester got that urban run-down look and most of the teachers that I knew had quit. Kids I knew who stayed in Winchester said the change was dramatic, and the town wasn't the nice safe place I remembered anymore. The quality of education went down dramatically.

Oddly the town was still required to keep the level of funding for the schools equal to the level it had been before busing. It wasn't a money problem, and the environment in Winchester was excellent to start.

AFAIK busing was eliminated several years later.
