I think blinking text is very annoying. I understand they are not recommended by standard UI guidelines.
Also, in a graphical environment like Windows, there are several ways to emphasize text; colors and fontsize for a start. For example, if you need to catch the user's attention to something risky, use bold and red text.
Now, as for the technical aspects, it should be fairly easy to create a Container with a TextBox and a Timer; or a TextBox by itself, which loads the appropriate Timer, with AddObject(), into a special property of the TextBox.
All this in a generic class, of course.
