I'm not sure about that.

Here's what makes sense to me, and seem politically viable:

We send people to war, they should have the best health care in the world.

Every US veterans should have the best health care, period.

IF AND WHEN we can say that is true, THEN we can start talking about expanding the program, incrementally and organically.
