I want to place some sort of class object at the bottom of my form that uses a horizontal scroll bar. On that object I'm going to place a graphical representation of each tab from left to right. This will be "my" way of allowing a user to click on a step they already completed. It's also a way to see what step they are on.

Sorry, I read your message too quickly and didn't understand what did you want exactly at first. I know what you're talking about for the Web forms (we're using Wizard with showing steps at the left in one of our ASP.NET pages).

You may use container with buttons with graphical images as one of the solution. I believe there could be better ideas too.
If it's not broken, fix it until it is.
