I assumed hat th absentee ballot would no longer be available with the ID being required. Seems it should be canned, logically.

How would 'action groups' get a photo ID for people? I mean, is there a sanctioned/recognized place that one can go to to get a qualifying photo ID

I'd be appalled too! Here (Canada) we get a card in the mail telling us where to go to vote - regular and advance polls. When we get to the polling place we are asked to show some form of "ID", but they'll accept a utility bill or other form of mail from any company as long as the name and address match the name/address on the card they issued to us.
