I'm sorry that you encounter incompetent MS rep but there's nothing I can do about that. I got hotfix through Web form request w/o any problem. I don't think I can share share it officially but we can discuss that offline.
Anyway, there's no reason to apply hotfix if you're not affected by the bug.
