In general I am in agreement with you and Grady that government content regulations are not a good thing. But maybe it's in part a recognition that two countries of vastly different mans share a border. Population, GNP, however you want to measure it. Of course the country with 10 times more people is going to have an advantage. I don't think all trade barriers are axiomatically a bad thing.
