I respect a lot of what FDR did, but in this area, I think he really missed the boat.

Yeah, the political reason was that the State Department was filled with anti-Semites, as was portions of the country. I'm using the term "racist" here not in a color sense, but in the sense it was used back then, when people commonly spoke of "the Jewish race" and believed that people from Northern Europe were "of different stock" that those from Southern and Eastern Europe.
