He's tried manually registering and gets "LoadLibrary (“xicr50.dll”)failed – invalid access to memory location." (Full disclosure: I've tried installing on a virtual Windows Server 2003 machine and had no problems, but that doesn't solve the client's problem.)

I've tried that, and when I do so, I can install (though I haven't yet had the client try in the Windows Server environment). However, Cryptor fails to instantiate after that installation. When I try to instantiate it directly, I get "OLE error code 0x8000703e6: invalid access to memory location."

Thanks again, Tamar. What is their support policy? Do they want you to pay for support and will simply not reply at all if you don't? I've not seen anyone who said they got a reply from them. One person said he did get something from them, but I'm unclear how that got to him (just off their website, from email, from a phone call, who knows). A few years back I looked at using a tool from one of the more well-known names in our community. I had some installation questions and sent an email. A week later I got a reply saying they'd been off at a conference and was my issue still needing attention. That delay and lack of concern was bad enough, but I replied and told them it was still needing attention (all the details were copied in the reply) and they never responded at all to that. Guess what? I tossed that package (and another thing that happened with this person makes me think he's a real jerk). It's the same now with XiTech - no replies and seemingly no concern for their customers.
