OE stores contacts in a Windows Address Book (.WAB) file. According to the Wikipedia article ( http://en.wikipedia.org/wiki/Windows_Address_Book ), there is a Windows Address Book API that can be used to read it. FWIW the WAB API reference is at http://msdn.microsoft.com/en-us/library/ms629440(VS.85).aspx

There is a non-free example of how to read it in VFP at http://www.news2news.com/vfp/?example=407

Nigel Coates has a free MAPI class download at http://nbcsoftware.nbcwebservices.com/freeware.asp , I don't use it myself but I seem to recall it might have worked with OE. Might be worth looking at.
