We highlight people who have been arrested 100 times or more. I've got 140 people to choose from, and many of them get rearrested over and over. Laws in the US appear at several different levels. Most criminal statutes emanate from state legislatures, then there is a set from the Feds, and some on local levels for torts and such. In Tennessee, we have the 300 strikes, and keep swinging son, you'll get there rule.<s> I'm trying to push the legislators toward some reform for this situation, but so far, they don't like my 10 strikes and grind them up for fish food idea.....
