You really should take a good look at Strataframe. There is so much more to it than I imagined from their website and my initial playing with the evaluation copy. The localization stuff would be very interesting for you. Goes way beyond INTL, IMO. I think you would like it very much.

If you are interested I can put you in touch with the people who can answer any questions you may have and who know who you are ( I mentioned you as one of the developers I thought could appreciate what they are doing but said I thought you were committed to using DevForce ) I know they'd be happy to give you a very good chance to evaluate the product and would value your opinion.

We had developers from Denmark, Brazil, and Ireland in this class and I think the product comes localized in 9 languages out of the box. As you can tell, I am very impressed with it. We can discuss this by email any time if you like.
