It's simple, inanimate objects are not the problem. It's the "somewhat" human people. I think behavior modification should be employed. Personally, I think one solution might be to allow the offenders to volunteer for behavior mod, versus going to jail. Caning wold be one good option. If you are caught stealing, you can elect to get caned, or go to jail for 30 days. If it were me, I'd take the caning, then never steal again....
