Personally, I think one solution might be to allow the offenders to volunteer for behavior mod, versus going to jail. Caning wold be one good option. If you are caught stealing, you can elect to get caned, or go to jail for 30 days. If it were me, I'd take the caning, then never steal again....

Sorry, I should have been clearer. My question was why our murder rate is so high compared to other developed countries. If it has nothing to do with greater availability of guns, then what is it?
