I really can't tell. I saw them as well and a little explanation would help indeed. I do know we have a low number of drug addicts, but drugs are increasingly used for recreation (so only in weekeds by youth to go out). That is a problem. Last week a kid got depressive after taking drugs and threw himself in front of a train.

Maybe it is related to the fraud in construction up here, which was a hot topic a few years ago. Construction companies formed a kartel and agreed who was granted what job, to drive up the prices. Also there are some reports that government employees were bribed with expensive trips/holidays, real estate and prostitutes, etc. The main victim was the government which lost billions on it.

(I'd like to be corrected on this if I'm wrong BTW.. I have no intention to discriminate here).
