President or PM of one of those three Baltic states. Something to the effect that they weren't liberated from the Nazis, but submitted to a worse occupation, or so. I'm not keeping tabs nor links, just memorizing impressions. It was a speech when someone from here was visiting (Condi?) a couple of years ago. And I've heard that on NPR a few times.
