The word "institutionalized" had other connotations in my mind. More of a shorthand for "committed to an institution" that I heard mentioned in the lore here.

But you're right, she seems to be the true believer in the cause, and can even afford to practice it. Which is scary to me. I've met a few true believers, and I dread the moment when they disconnect from the conversation and switch into their inner dialog. Having another one at the helm doesn't look attractive to me.
