Absolutely. The vendor is referring to not deleting the partition or using it to store data. What drive letter the partition has doesn't matter, since a recovery partition is only used to boot from it. If you don't want to see this partition, you can remove the drive letter completely. The partition is still visible to the boot manager. AFAIK, you need to press F10 during the boot process in order to run the Recovery version.
