Every pure socialist chief needs in scapegoats/enemies. Firslty, external, then internal ones. It is a good way explaining to prols why life is so complicated.

Castro used to blame the US embargo for all of his economic woes and made it a scapegoat - perhaps Morales is making a scapegoat out of Goldberg to shift blame plus making his buddies Castro and Chavex happy....a "two-fer" as we say.
