Any and every piece of legislation is originated in US Congress committees. This particular bill was created in the US House of Representatives Banking Committee led by Barney Frank. Paulson supplied proposal to the Committee that was summarily rejected, at least Frank said it to every media source, so he and his colleagues in the Committee (Senatorial Banking Committee led by Chris Dodd participated) wrote the bill. If you look at history you will see that every law has 1-2 or more names on it, that's the names of the Congressmen/Senators who wrote the bill. No bill has ever been named by President or Secretary name; by the reason I just mentioned.
