Paulson supplied proposal to the Committee that was summarily rejected, at least Frank said it to every media source, so he and his colleagues in the Committee (Senatorial Banking Committee led by Chris Dodd participated) wrote the bill. If you look at history you will see that every law has 1-2 or more names on it, that's the names of the Congressmen/Senators who wrote the bill. No bill has ever been named by President or Secretary name; by the reason I just mentioned.

Thanks for the enlightenment. I'll be sure to pass that on very humbly to the person calling me an idiot for blaming the democrats for the poor quality of the bill in the other forum I frequent. ;-)
