You are really being stubborn about this. Of course the names of Congressmen and Senators are on all bills, because ultimately that's where they all have to be "originated" (used in the Congressional sense) and passed. That does NOT mean that's where all bills originate. Presidents routinely exhort Congress to do something or other.
