I have to agree with you there. Entrenched bureaucracies who resist change are not admirable to me, no matter what their politics are. There was a very interesting piece in Newsweek a few weeks ago about the young head of the DC school system (one of the country's worst). Here it is -- http://www.newsweek.com/id/154901. Note the quote near the end about her feeling embarrassed as a Democrat about how Democrats have been running schools. You can see what a battle she is facing.
