After two days of search and trials I'm about ready to give up. The tools I found are either interactive only (i.e. no programmatic interface), or are not designed for this.

I need to create a PDF file with controls on it, that would be distributed, the users would fill the form (using whatever reader they have, presumably Adobe 4 and above), and email it back with the controls' values. I have a sample of such a form, and Adobe reader offers Save in the menu, and when emailing the file it emails with the values.

Whatever I use to create the file (tried Amyuni Creator, its demo app, and Gnostice pdfToolKit), no matter how I set the properties of the file, or the document, or security or whatever - the reader will not offer to save the file with the data when entered.

So... is there such an animal? A PDF writer which will create a distributable PDF with form/fields, such than can be automated from within VFP and that the form with data can be saved and sent back?
