I apologize for intrusion. Imho, total tax percentage should be capped on high side; it is already capped on low side, called Alternative Minimum Tax. At which level is debatable, but I still have a hope, that if I tell you how much I pay already (i.e. including all taxes) then you would agree that it is already over the cap, even before your hero institutes new taxes.
Would you agree that USA should institute Alternative Maximum Tax?
