Governments are addicted to other people's money. A measure like that would be asking them to reduce their dependency.
One thing that makes me want to slap people upside the head is when someone says they want some expensive product or service (new highways, free daycare, ...), and that "the government" should pay for it. What they really mean is:
- the vast majority, if not all of the time, they haven't any clue how much it will actually cost
- they want
anyone else but them to pay for it
