It seems the stylesheet didn't kick in. And, then after a while, you got it back. This is why the top toolbar was not corrected because that one is only loaded at first. So, because the stylesheet went back ok, as a new login was not done, the toolbar was not corrected. And, it was on the next login. I do not know what has caused this. I will do some lookups to see if I can find something. In the meantime, if you get it back, simply log in again and that should fix it.
