Is this the only thing not happening? Did the templates show up? You could try to run DEVENV /SETUP from a VS command prompt. If the assemblies not in the GAC is the only thing I suppose you could add them manually. I have found old assemblies in the GAC and removed them and then re-installed and had it work. Or you could just copy the assemblies into the GAC folder. There is a list of them in the Dev Guide under "Installing the Mere Mortals .NET Framework 2008"
