You're looking at this business idea the wrong way. You don't raise the rats. you set up a business and sell a franchise "Agnes rats" people pay you 10000 euros to get the benefit of your plan and marketing and administration skills. Also you sell them all the equipment at a "special" rate . And you apply for government support as you are stopping people being unemployed etc.
