The only unknown detail is that it is still unknown what is the goals, i.e. what is behind the idea of universal happiness. The latter exists primarily in tales so it cannot be taken for real goal, or at least it is more important to know what kind of means will be used to achieve the goal.
In regard to international concessions, certainly, countries will be willing to accept them; but one should not count on them giving concessions out.
