I remember when some agencies were dumping them in the ocean before the recycling programs began (where they are now melted and turned into building materials). I read once that somewhere in Florida they were used to make artificial reefs - I don't know if they were melted first or not. Many departments were auctioning them off but I don't know how many still do that today. What does Memphis do?
