It's different Resource file - language resource file, VFP8ENU.DLL (or language specific one).
The location of foxuser.dbf can be controlled by config.fpw only. You can create separate config.fpw for each shortcut with different foxuser.dbf using RESOURCE=< foxuser name > configuration item. You can give config.fpw different names or store each of them in the folder with foxuser.dbf it references.
